Commodities Regulatory Middle Office is seeking a Manager (VP) responsible for leading a cross functional team within ICG Markets Operations. The Manager is responsible for assessing the impact of global regulations, coordinating implementation, and developing appropriate governance processes for Commodities to support our operational infrastructure. The team is responsible for creating, monitoring, and improving Commodities MO’s OTC regulatory governance framework and works closely with Cross Asset Middle Office, MO senior management team, compliance, technology, and IA partners to ensure effective implementation and governance of applicable rules.

We are seeking a strong people manager with working knowledge of at least one current regulatory regime including, but not limited to, CFTC, SEC, EMIR, MiFID and working knowledge of the Commodities Asset Class combined with the ability to drive change and continue to improve the control and oversight of the middle office activity.

Developed communication and diplomacy skills are required in order to guide, influence and convince others, in particular colleagues in other areas and occasional external customers.

You will have significant impact on the area through complex deliverables. Work impacts an entire area, which eventually affects the overall performance and effectiveness of Markets Operations.

Responsibilities:

The successful candidate will primarily be responsible for overseeing the timely and accurate production of a suite of regulatory control reports and exception details and working closely with Commodities Middle Office, technology and others to resolve. Working closely with Cross Asset Middle Office, MO senior management team, compliance, technology, and IA partners to continuously improve the existing control environment and work to design and implement new regulatory controls to ensure a continued robust control environment.

  • Develop regulatory controls and governance frameworks to ensure timely and accurate reporting of data to our regulators on behalf of Citi and our Clients. This includes partnering with Clients, Ops, Tech, Transformation, IA, Compliance etc.
  • Oversight and management of Regulatory changes. BoW management working with technology to deliver all required changes/enhancements, plus prioritization of Day II fixes or enhancements not driven by external deadlines
  • Review Business/Functional requirement documentation of forthcoming Regulatory projects impacting Commodities.
  • Assist with Internal and External Audit as required including input related to findings that impact Commodities.
  • Work towards understanding application of new regulatory requirements, proposed best practices, and partnering with internal stakeholders accordingly
  • Continually identify and develop areas of improvement and evolve best practices
  • Ongoing monitoring and identification of themes and trends in order to pro-actively address control issues
  • Responsible for the day to day management of executing to milestones on one or more projects.
  • Provides sophisticated analysis with interpretive thinking to define problems and develop innovative solutions.
  • Directly affects the business by influencing strategic functional decisions through advice, counsel or provided services.
  • Has the ability to operate with a limited level of direct supervision.
  • Can exercise independence of judgement and autonomy.
  • Acts as SME to senior stakeholders and /or other team members.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
  • Responsible for managing team and allocation of work, and oversight of day to day activities
  • Participate   in Industry Meetings/Working groups (i.e. ISDA & Equias) regarding items impacting Commodities

Job Skills

  • Technical Skills: Advanced knowledge of Excel, Access, Power Point and SQL preferred
  • Communication: Strong organization, interpersonal and communication skills
  • Multi-Tasking: Flexibility to handle multiple tasks and changing priorities along with a desire to work in a fast-paced environment under tight deadlines.
  • Highly motivated and self-sufficient
  • Project Management skills desirable including BoW management
  • Stakeholder management, ability to influence others
  • Knowledge of Citi systems an advantage

Qualifications:

  • 6-10 years relevant experience within Middle Office, Operations environment
  • Experience of managing people to deliver against shared goals, including mentoring and ongoing development
  • Knowledge of REMIT reporting regulatory governance framework is desirable.
  • Current Regulatory knowledge of at least one regulatory regime – i.e. CFTC, SEC, EMIR, SFTR, MiFID II
  • Current working knowledge of at least one OTC product / Commodities Asset Class
  • Fully knowledgeable on the day-to-day activities of an OTC product or process; Basic understanding of the firm's different businesses and the related economics; Individual is expected to be subject area expert in one (or more) specific skill sets
  • Possesses a comprehensive understanding of how own area and others collectively integrate to contribute towards achieving business objectives

Education:

  • FINRA 99 or equivalent preferred
