Job Purpose:

Global Legal Solutions (GLS) is dedicated to providing Citi’s Global Legal function with the operational support necessary to fulfill its mission of delivering innovative solutions and services for Citi’s Global Legal Department.  GLS is a team of diverse individuals located around the world possessing a variety of legal, financial, technological and operational skills and experience. The group manages strategic law firm relationships; partners with Operations and Technology to provide the legal technology infrastructure needed to manage legal matters and mitigate risk; and provide financial discipline and business intelligence used to manage legal spend.

The Legal Program Services sub-team within GLS provides support to the Citi Global Legal function in relation to the delivery of complex/critical/large regulatory and risk & control initiatives spanning multiple business lines that have an underpinning Legal component. The team applies expert business analysis and project management skills to a wide array of initiatives spanning multiple ICG and GCB business lines whilst partnering closely with the appropriate Legal teams to successfully deliver outcomes.  

A senior business analyst / project manager is required to support GLS Legal as part of Citi’s Consent Order Transformation program.  The individual will support the program manager across a variety of projects in analysing processes, collate information from cross business lines, provide options and present recommendations to a range of business problems. From a project management perspective, the individual will help formulate plans, track deliverables and assist in preparation of material for various governance forums, manage key stakeholders in and outside of the Legal Department.  This individual will work closely with product lawyers, business implementation teams, technology and external legal counsel to ensure the timely delivery of Citi Legal department’s project goals.  It is crucial that the individual is self-motivated, driven and solution-focused.

Key Responsibilities:

The individual will initially be aligned to the Citi Consent Order Transformation program:

  • Progress detailed analysis with regards to the desired target state employee complaints tracking system
  • Elicit, prioritize and document requirements from multiple investigative units and stakeholders
  • Work with technology teams to define functional and technical requirements as well as plan for all subsequent phases of delivery.
  • Manage the full software development lifecycle with regards to building & enhancing the employee complaints tracking system, this includes detailed coordination of user acceptance testing, release management and stakeholder communications.
  • Support development of policies and procedures pertaining to employee complaints. Ensure required input is provided by various stakeholders including HR, Compliance and Risk.
  • Develop, track and maintain project plans, the status of deliverables and the RAID log;
  • Plan, create and execute a detailed task list based on high level goals and objectives;
  • Manage technology and vendor teams as required, liaising with internal and external stakeholders to ensure success
  • Ensure the Employee Complaints project is kept on track and rigour applied to change requests;
  • Document meeting minutes, maintain scorecards and other PMO updates, summarising meeting actions, following up on outstanding items, escalating issues as necessary;
  • Manage project risk, issues, assumptions and dependencies with a strong focus on ensuring there are clear owners and resolution dates;
  • Communicate changes, enhancements, and modification of deliverables verbally or through written documentation – to project managers, technology, vendor teams, sponsors, Citi’s Ethics office and other stakeholders so that issues and solutions are understood.
  • Within the workstreams they are responsible for, facilitating and finding practical and simple solutions to complicated problems without sacrificing quality or core functionality by guiding and supporting business reviews, performing impact analysis and summarise options & recommendations.
  • Manage one or more workstreams end-to-end, maintaining overall accountability, leading required analysis, working group meetings and workshops with stakeholders including preparation of meeting materials, as well as managing technology teams to drive solutioning and getting the businesses regulatory compliant from a legal delivery perspective.
  • Support the project team with creation and maintenance of standard project/programme documentation as required
  • Create user guides and detailed runbooks (e.g. go-live checklists / runbooks) ensuring business and stakeholder buy-in is obtained
  • Achieve consensus and obtain sign-off from key stakeholders on the requirements documents.
  • Ensure that changes to requirements are understood, agreed to and fully documented.
  • Be diligent with ensuring an audit trail is kept where key decisions are made.

Person Specification

Knowledge/Experience:

  • At least 6 -years of experience supporting projects from a PM/BA perspective
  • At least 8 years work experience in Banking & Capital Markets.
  • Strong understanding and experience of Software Development Lifecycle including agile practices (user stories, sprints etc.)
  • Significant experience of managing large scale, complex and regulatory projects
  • Exposure to Legal and Compliance highly beneficial
  • Risk & Control Background preferred
  • Deep experience of financial markets in at least one domain e.g. Loans, Derivatives, Securities
  • Experience in developing comprehensive project plans ideally in MS-Project
  • Experience of facing off to senior stakeholders
  • Managing scope creep – impact analysis, applying control and communicating the change and any impact to relevant parties
  • Diligent tracking of open items and RAID items to closure
  • Exposure to Legal and Compliance highly beneficial
  • Risk & Control Background preferred

Skills:

  • Excellent interpersonal skills – including good verbal and written communication, presentation skills and the ability to lead and facilitate meetings and workshops with a range of stakeholders.
  • Strong quantitative and qualitative problem-solving skills, being able to diagnose root cause of issues
  • Strong verbal, written, presentation and interpersonal communication skills.
  • Excellent PowerPoint and Visio skills with ability to create business focused presentations and clear process flows.
  • Strong time management skills; efficient at multi-tasking and able to work under pressure to deliver multiple business demands on-time, to a high standard.
  • Excellent data analysis skills, ability to analyze data using Excel including pivot tables, macros and functions.

Qualifications:

  • University degree essential
  • Any Change / Project Management certification beneficial

  • Ability to build effective business relationships
