The Head of United States Personal Banking (USPB) Legal is a senior management position responsible for serving as a senior legal advisor and subject matter expert to business stakeholders, functional partners, and Legal Department colleagues (including Legal Management Council members) on legal matters related to Citi’s U.S. and Canadian consumer banking activities. The overall objective of this role is to provide legal advice, guidance, and support across a broad range of practice and focus areas and Citi businesses and functions, accomplishing results through the management of a US and Canadian based team of attorneys and legal professionals.

Reporting directly to the Head of Legal, the role will serve as an active member of the Legal Management Council (LMC). This role requires strong leadership skills and a solid conceptual and practical grounding in laws, regulations and legal developments across a wide range of legal disciplines on the local, state and federal level. This includes performing advisory services on legal issues relating to retail banking, mortgage, small business and credit cards. The role-holder will provide leadership for Legal in each of these areas collaborating effectively across all dimensions of the Legal Department.

As the USPB Legal advisor, the role-holder will be expected to lead an integrated team of subject-matter experts which works closely and collaboratively within each product group and with other Citi Legal disciplines such as Marketing, Digital, Bank Regulatory and Tax. In so doing, the role-holder will provide legal advisory services relating to new and current product offerings, regulatory change (from horizon scanning and advocacy to implementation), general consumer regulatory advice, advice on other pertinent legal developments, legal risk management, regulatory engagement, strategic business developments, corporate governance and Citi disclosures.

Deep knowledge of US consumer financial laws and regulations is a significant advantage. The role-holder has authority to negotiate and make independent decisions on issues and activities that have critical impact or influence on company revenues, capital, or business operations. The role-holder will have management and leadership responsibility for a team of attorney and legal professionals, including people, budget, and planning.

Responsibilities:

  • Lead the U.S. and Canada based Legal team for USPB, providing legal advice and guidance on all relevant matters
  • Oversee managers and hold overall responsibility for team including staffing, coordination of resources, performance, compensation management, career development and people-related matters, as applicable
  • Act as Legal’s strategic business partner to USPB seniors and key advisor to business stakeholders, functional partners (e.g., Risk, Compliance) and senior Legal Department colleagues (including LMC members) on legal and regulatory considerations and risks relating to the USPB and USPB agenda
  • Advise on policy development as it relates to USPB, reputational risk and government affairs activities and other USPB areas
  • Key contributor to overall strategy, establishing direction and planning for the needs of the USPB and USPB Legal team
  • Represent the firm both internally and externally with clients, government bodies or other organizations
  • Anticipate, evaluate, and appropriately respond to developments in federal, state and local laws and regulations that impact relevant Citi activities; assist the firm in evolving to meet marketplace and client needs
  • Manage and coordinate the provision of external legal services
  • Collaborate effectively with subject matter expert legal colleagues and lead through influence
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervising the activity of others and creating accountability with those who fail to maintain these standards

Qualifications:

  • 15+ years of relevant industry experience, including management experience in an in-house legal role
  • Excellent leadership, interpersonal, organizational, relationship management skills
  • Knowledge and expertise on specific laws, rules, regulations, enforcement actions and other legal developments related U.S. consumer banking, small business banking, credit cards and mortgage activities, while staying abreast of the changing regulatory and legal environment, internal policies and industry trends that impact the business
  • Proven ability to apply sound judgement while managing complex subject matter and issues
  • Comprehensive knowledge of U.S. laws and practices
  • Excellent written, verbal, presentation, problem solving and analytical skills
  • Ability to handle multiple complex and confidential matters under time pressure
  • Effective negotiation skills and ability to maintain effective relationships at executive levels
  • License to practice law in good standing
