Overview

The In Business Risk Regulatory Program Manager will ensure successful execution of programs and projects relating to Regulatory Affairs and Examination Management for Citi's Treasury and Trade Solutions (TTS) business. Success criteria primarily focuses on the ability to achieve best outcomes in the Regulatory Examination or Audit through proactive management, planning and execution.

The resource will be responsible for executing governance mechanisms to successfully plan for and execute on examinations to achieve desired outcomes. This may include coordination and management of individuals from a matrixed organization to execute on examinations and ensuring coordinated messaging and communications across various teams and functions, including Operations and Technology. The role will be responsible for identifying and designating lead individuals from multiple product lines in TTS and ensuring engagement and support. A key part of the role will include the management of examiner information requests alongside meeting preparation (in coordination with the firm’s Regulatory Engagement function where appropriate) and ongoing supervisory interactions.

Key Responsibilities

  • Manage/ coordinate Regulatory Examinations and Audits, from initial pre-work deliverables and approach through to any remediation efforts.
  • Support planning, directing and coordination of Action Plan set up and, where required, monitoring in conjunction with the firm’s Regulatory Engagement function.
  • Partner with firm’s Regulatory Engagement and Compliance to facilitate meetings to understand examination scope; includes developing positions on examination scope recommendations and liaising with other Citi organizations in Examination Management.
  • Collaborate with Product/ Business Accountable Executives and In Business Risk Managers to provide robust program management and provide guidance and structure for working groups where required.
  • Drive stakeholder engagement and management of Front Office, Operations and Technology, along with second and third lines of defence to coordinate communications relating to Regulatory Management, ensuring all stakeholders are identified and included in scoping, review, and approval activities.
  • Manage and track the Examination/ Response Letter progress including allocation of actions, information gathering, tracking of key deliverables, and ensuring necessary review/ approvals are in place.
  • Provide regular status reporting to highlight risk and issues and communicate next steps and dependencies, and document decisions/ changes to the program in the form of senior management updates, meeting minutes and formal communications.
  • Drive adherence to program processes (e.g., Regulatory Change Management and Risk Appetite Monitoring), procedures, methods, and standards against delivery.

Developmental Value

  • The role is a key contributor to Regulatory Affairs and Examination Management coordination and direction for TTS In Business Risk, and successful execution of Regulatory interaction.  
  • The role is global in nature and will entail developing relationships and working with stakeholders at all levels in the organization across multiple countries, products, and control functions.
  • Exposure across the TTS business, ICG and in various regional/ global forums.

Knowledge/ Experience

  • Education: Bachelor’s degree; Advanced degree (e.g., MBA) and/or relevant professional certifications (e.g., Project Management Professional - PMP) are a plus.
  • 6-8 years relevant work experience in Business Risk & Controls, Program Management and/or Regulatory Affairs in the Financial Services Industry on large, strategic cross-functional projects.
  • Experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof.
  • Experience interpreting regulatory correspondence and authoring regulatory response letters.
  • Experience in the design and implementation enforcement action response plans, as well as corrective action plan management and Audit readiness.
  • Experience with Regulatory and Examination Management at a large financial institution preferred.

  • Superior Program and Project Management skills and experience. Ability to develop, execute and monitor project plans and trackers around regulatory examinations.
  • Highly motivated, strong attention to detail, team oriented, organized.
  • Strong leadership skills and influencing capabilities.
  • Comfortable facing off with second line, third line and regulatory examiners and senior management.
  • Ability to work globally and across Citi Lines of business and Functions to achieve best outcomes on exams and responses to enforcement actions.
  • Excellent written, verbal, analytical and written communication skills, with an ability to escalate issues to management.
  • Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging.
  • Ability to interact and communicate effectively with senior leaders.
  • Comfortable to navigate complex, highly matrixed organizations
  • Excellent Microsoft Office skills and be an advanced user of MS PowerPoint, Excel, SharePoint, and Project.
  • Working knowledge of laws, rules, regulations, risks, and appropriate controls. Prior experience with a Financial Industry Regulatory agency a plus. 

Education:
